টেলিটকে ভিওআইপির অবৈধ ব্যবসা সবচেয়ে বেশি!

সজল জাহিদ অবৈধভাবে আন্তর্জাতিক কল টার্মিনেশনের (ভয়েস ওভার ইন্টারনেট প্রটোকল-ভিওআইপি) ব্যবসায় সবচেয়ে বেশি ব্যবহার হচ্ছে সরকারি মালিকানাধীন টেলিটকের সংযোগ। বাংলাদেশ টেলিযোগাযোগ নিয়ন্ত্রণ কমিশন (বিটিআরসি) এবং মোবাইল অপারেটর রবি কার্যালয়ে স্থাপিত দুটি সিম ডিটেকশন বক্স থেকে পাওয়া অবৈধ কল টার্মিনেশনের হিসাবে টেলিটকই রয়েছে শীর্ষে। তবে এমন অভিযোগ অস্বীকার করেছে টেলিটক কর্তৃপক্ষ। বরং তারা বলছে, নির্দিষ্ট ওই মেশিনটি বেসরকারি অপারেটররা বসিয়েছে। সে কারণে তাদের ইচ্ছামতো তথ্যই সেখান থেকে আসছে। তবে এ বক্তব্যে বিটিআরসিকে পাশে পাচ্ছে না টেলিটক। বিটিআরসির হিসাবে মধ্য মে থেকে গত ৭ সপ্তাহে টেলিটক সংযোগ ব্যবহার করে ৪০ হাজার ৪৭১ বার অবৈধ কল টার্মিনেশন হয়েছে। এ হিসাবে ভিওআইপির অবৈধ ব্যবসায় ৬৪ শতাংশ ক্ষেত্রে তাদের সিম ব্যবহার করা হয়েছে। অন্যদিকে রবির তালিকা অনুযায়ী টেলিটক দিয়ে অবৈধ কলের ৬৯ শতাংশ এসেছে। প্রথম পাঁচ সপ্তাহ পর্যন্ত এ অবৈধ কল টার্মিনেশনের ৫৯ শতাংশই ছিল টেলিটক সিমের দখলে। সিম ডিটেকশন বক্স দুটি স্থাপনের পর গত সাত সপ্তাহের এ তালিকায় দ্বিতীয় অবস্থানে রয়েছে রবি এবং বাংলালিংক। ওয়ারিদ রয়েছে তৃতীয় স্থানে। সরকারি ল্যান্ডফোন অপারেটর বিটিসিএল, গ্রামীণফোন এবং সিটিসেল রয়েছে পরের স্থানগুলোতে। তবে অবৈধ কল টার্মিনেশনের ক্ষেত্রে বিভিন্ন অপারেটরের সিম ব্যবহার করা হলেও এক্ষেত্রে ওই অপারেটরগুলো দায়ী নয় বলে দাবি করেছেন সংশ্লিষ্টরা। এ বিষয়ে মোবাইল অপারেটরদের সংগঠন অ্যামটবের সভাপতি জাকিউল ইসলাম বলেন, অপারেটররা সংযোগ বিক্রি করলেও গ্রাহক সেটি নিয়ে কী করে, তা পাহারা দেওয়া অসম্ভব। সে কারণে অপারেটরদের ওপর দোষ চাপানোও অন্যায়। অভিযোগ থেকে বাঁচতেই পয়সা খরচ করে অপারেটররা বিটিআরসিতে সিম ডিটেকশন বক্স বসিয়েছে। তবে অভিযোগ পাওয়ার পরও টেলিটক কেন ওই সিমগুলো বন্ধ করে দিচ্ছে না, সে বিষয়ে বিস্ময় প্রকাশ করেছেন অ্যামটব সভাপতি। এ বিষয়ে বিটিআরসির চেয়ারম্যান মেজর জেনারেল (অব.) জিয়া আহমেদ বলেন, সিম ডিটেকশন বক্স থেকে প্রাপ্ত অবৈধ কাজে ব্যবহৃত নম্বরের তালিকা অপারেটরদের পাঠানো হয়েছে। টেলিটককেও পাঠানো হয়েছে। একই সঙ্গে নম্বরগুলো বন্ধ করাসহ সংযোগের বিপরীতে সব তথ্য কমিশনে পাঠাতে বলা হয়েছে। না হলে আইনগত ব্যবস্থা নেওয়া হবে। টেলিটকের সংযোগ ব্যবহার করে ভিওআইপির অবৈধ ব্যবসা করার অভিযোগ অস্বীকার করেছেন টেলিটকের ব্যবস্থাপনা পরিচালক মুজিবুর রহমান। তিনি বলেন, এটা হতেই পারে না। টেলিটক দিয়ে কম-বেশি অবৈধ ভিওআইপি হতে পারে, তাছাড়া সব অপারেটরের সিম দিয়েই এটা হয়। সে ক্ষেত্রে কেবল টেলিটকের নামে অভিযোগ ভিত্তিহীন। তিনি আরও বলেন, টেলিটকের নিজস্ব ব্যবস্থাপনায় দেখা গেছে অবৈধ বৈদেশিক কল আদান-প্রদানে বাংলালিংকের সংযোগ ব্যবহার করা হচ্ছে শতকরা ৮৪ ভাগ। এ বিষয়ে একটি বিস্তারিত প্রতিবেদন বিটিআরসি এবং ডাক ও টেলিযোগাযোগ মন্ত্রণালয়ে পাঠানো হয়েছে বলে জানান তিনি। টেলিটকের অপর এক কর্মকর্তা বলেন, তথ্য প্রদানকারী মেশিনটি বসিয়েছে বেসরকারি অপারেটররা। তারাই পরিচালনাকারী প্রতিষ্ঠান এমইইউসিসিআইকে খরচ দেয়। ফলে তাদের নির্দেশনায় বেসরকারি অপারেটরদের নম্বর লুকিয়ে সরকারি অপারেটরের নম্বর বেশি দেওয়া হচ্ছে। তাই এ হিসাবের পেছনে তাদের কারসাজি অবশ্যই রয়েছে। তিনি জানান, এ পর্যন্ত ভিওআইপি অভিযোগে দুই হাজার ৮৫২ সংযোগ বন্ধ করা হয়েছে। ভিওআইপির অভিযোগ থেকে মুক্তি পেতে গত ৫ মে দেশের চার মোবাইল অপারেটর (গ্রামীণফোন, বাংলালিংক, ওয়ারিদ ও সিটিসেল) বিটিআরসি কার্যালয়ে সিমবক্স ডিটেকশন সিস্টেম স্থাপন করে। পরে ১১ মে অপর মোবাইল অপারেটর রবি নিজ কার্যালয়ে আরেকটি যন্ত্র স্থাপন করে।

VOIP imbroglio

A Dhaka court Sunday granted bail to 21 accused, including chairman of National Phone Amisur Rahman Sinha and its Managing Director Mohammod Jahangir, in a case of illegal international call termination surreptitiously using VoIP (voice over internet protocol) technology.
The Metropolitan Session Judge’s Court bailed them out upon a bond of Tk 10,000 each.
Earlier in the day, they surrendered before the Chief Metropolitan Magistrate (CMM) Court and filed their bail petition.
The other accused are General Manager Nurul Afsar, Deputy General Managers Dulal Chandra Das, Subrata Kumar Pal and Mesbah Uddin Mallik, Assistant General Managers Ahedur Rahman, Tarit Kumar Saha, Saem Alam Saif and Nazmul Islam, Senior Manager Rouranak Chakma, Managers Shafiqur Rahman, Mohammad Ullah, Jasim Uddin, Zulhas Uddin, Saber Hossain, Arman khan, Syed Muhammad Mustakim, Noor Mohammad Patwari, Nazmul Ahmed and Zubyer Bin Hasan.
Meanwhile, National Phone’s Director Rebeka Jahangir and Telephone Engineer Rabeya Zaman are on bail.
Telecom watchdog Bangladesh Telecommunications Regulatory Commission (BTRC) on March 23 sealed off the National Phone Ltd for its suspected involvement in the high-tech underworld.
Assistant Director of BTRC Maidul Islam filed the case with Gulshan police station on 25 March in this connection, amid a fracas over VoIP heist.

According to an estimate, the government during the last ten years has been deprived of Taka 90 billion (Taka Nine thousand crore) on account of lost revenues due to illegal use of VoIP technology circumventing the normal International Long Distance Telecommunications Services (ILDTS) from which the government could otherwise have earned revenues on those bypassed overseas calls.

A syndicate of PSTN operators, internet service providers and also mobile phone operators, who in most cases were backed by powerful elites, used their respective licensed channels to route the VoIP calls at the expense of the government; these operators may be termed telephone voice smugglers. A number of raids on illegal VoIP operations were earlier undertaken by the law enforcement agencies, a number of internet and mobile phone operators were punished by fines and the government-owned telephone organization BTTB had hugely lowered the charges of overseas calls with a view to discouraging such illegal business, but to no avail. Therefore, the government has obviously been compelled to take actions against such telephone voice smuggling by canceling licenses of five private land-phone companies who were found doing illegal VoIP business. But such sudden canceling of licenses of the land-phone companies has resulted in unexpected snaping of the telephone connectionsof innocent telephone subscribers and loss of jobs for hundreds of employees who used to work in those companies for no fault of their own.

However, it is heartening to learn from the Telecom Minister Rajiuddin Ahmed Raju that after a bill named "Telecom Regulatory Act 2010" is passed in the next Budget Session of the parliament, VoIP technology will be made open for all so that any operator can handle international calls through VoIP in a legal and transparent manner and the government gets revenues, however little, from every single telephony use through VoIP. Wage-earners, especially those whose poor parents and family members live in rural areas, will be benefited by the cheaper means of VoIP calls they can use to talk to their families.

Own satellite in next 2 years The government, in a bid to minimise long-distance call costs, has almost finalised opening up the VoIP (Voice over Internet Protocol) business for all under a legal framework, Posts and Telecommunications Minister Rajiuddin Ahmed Raju said Sunday, reports UNB. "The guidelines have almost been finalised, and international call termination through VoIP will hopefully be opened up by June-July," he said at a crowded press conference at National Press Club. Currently, only five companies - Bangla Trac Communications Ltd, Novotel Limited, Mir Telecom, M and H Telecom and Getco Telecommunications - are allowed to use VoIP under licence. The Ministry of Posts and Telecommunications hosted the press conference to inform journalists about the government's plan on World Telecommunication and Information Society Day (WTISD-2010), which will be observed today (Monday). The government will rent out E1 (an all-digital communications line that allows transmission of voice, data, video, and graphics at high speed compared to standard communication lines) connections to the interested VoIP operators once the entire process is complete. Replying to a question Raju confidently said Bangladesh would have its own satellite within the next couple of years, which will ensure quality and faster telecom services to the people. "As the project is too expensive and has an involvement of approximately Taka 300-400 billion, we're looking for public-private partnership (PPP) initiatives to use the satellite for commercial purposes," he said.
